The UK and US have forged a landmark bilateral deal that will ensure zero import taxes on UK medicine shipments entering the US market.

Key Provisions of the Pact

In exchange for the tariff guarantee, the UK has pledged to boost funding on drugs through the public health system. This pledge secures that duties on these key products will be held at zero for a period of 36 months.

This deal comes after previous statements to significantly raise import taxes on branded pharmaceutical imports, with potential rates mentioned reaching 100%.

"This arrangement between the United Kingdom strengthens the worldwide climate for innovative medicines and brings long-overdue equity to American-British drug exports," a release declared.

Trade Significance

Medicines constitute one of the UK's most significant exports to the US, which is clearly the biggest market for leading companies like GSK and AstraZeneca.

Export figures indicate that in the year to the end of the third quarter, the UK shipped pharmaceutical products worth over eleven billion pounds to the US. This figure made up a significant portion of British export trade in that span.

"This deal safeguards work, stimulates funding and paves the way for the UK to emerge as a worldwide center for biotech and pharma," a government official remarked.

Detailed British Pledges

The pact includes several specific changes from the British government:

  • Revised Affordability Limit: The UK will lift the cost ceiling at which it deems new medicines to be unaffordable by a quarter.
  • Higher Drug Budget: There is a aim to double total NHS spending on treatments from 0.3 percent of the national economy to 0.6% over the coming ten years.
  • Rebate Cap: The amount drug companies must pay back to the NHS to control costs will be capped at 15%. In the past, rebates were more than 20%.

Industry Background

This agreement takes place against a ongoing dispute between the drug companies and the UK government over spending levels and approval rates.

The disagreement were heightened by arguments that American consumers were paying a premium for the same drugs than patients in the Britain and the EU.

In recent months, several large pharmaceutical investments in the UK have been delayed or abandoned, while multi-billion-dollar funding commitments have been pledged toward projects in the United States.

One official acknowledged that the NHS needed to invest a greater share on medicines, noting that its expenditure on drugs had decreased as a share of its overall budget over the last ten years.
